What CLB 9 qualifies you for in Canada
No program requires CLB 9. Its value is entirely in ranking. Language points rise from 23 to 31 per ability without a spouse, and the skill transferability maximums double: up to 50 points with a post-secondary credential and up to 50 with foreign work experience, instead of 25 each. For a candidate with a degree and work experience abroad, moving from CLB 8 to CLB 9 in every ability can be worth more than any other single change to a profile.

The section that decides CLB 9
Listening 8.0. Reading, Writing and Speaking all need 7.0, a band many strong candidates reach. Listening needs a full band more, which leaves very little room for error across 40 questions. Writing 7.0 is the second barrier. All four abilities have to reach CLB 9 for the transferability bonus to apply, so one section at CLB 8 costs the whole bonus.

CLB 9 IELTS FAQs
What IELTS score is CLB 9?
CLB 9 is IELTS General Training Listening 8.0, Reading 7.0, Writing 7.0 and Speaking 7.0. Reading 7.0 or 7.5 is CLB 9, and Reading 8.0 is CLB 10.
Why does everyone aim for CLB 9?
Because of how the Comprehensive Ranking System pays for it. CLB 9 in all four abilities earns 31 points per ability without a spouse, and it doubles the skill transferability maximums to 50 points for education and 50 for foreign work experience. Below CLB 9 in any one ability, those maximums stay at 25.
How many CRS points is CLB 9 worth?
Thirty-one points per ability without a spouse or partner and twenty-nine with one, so 124 or 116 points for all four. That is 32 more than CLB 8 before any transferability points are counted.
Is IELTS 7.5 overall equal to CLB 9?
Not necessarily. IRCC looks at each section. An overall 7.5 with Listening 7.5 is CLB 8 in listening, and that one section removes the CLB 9 transferability bonus. You need Listening 8.0 and at least 7.0 in the other three.
Can I retake one IELTS section to reach CLB 9?
Not for Express Entry. IRCC states that it does not accept IELTS One Skill Retake for Express Entry, so a result that includes a retaken section cannot be used. You would need to sit the full test again, or take CELPIP-General or PTE Core.
